Car safety laws in the U.S.?

Hello. Im gonna travel in Latin America with my children aged 7 and 8 while a bit short for their age. Im St. Francis toi fly then to drive to Las Vegas through Carson City and the Bishop of Utah until I have to hire booster seats. Thanks for any help. I wonder why different countrys have different laws.
